NSPIRE

The Medina Metropolitan Housing Authority (MMHA) will follow HUD’s guidance on implementation of the National Standards for the Physical Inspection of Real Estate (NSPIRE) rule published May 11, 2023. MMHA has implemented the NSPIRE protocol at North View Manor and Wadsworth Tower as required by HUD to replace the Uniform Physical Condition Standards (UPCS). MMHA will further implement NSPIRE at its remaining properties owned and/or managed, replacing the UPCS standard effective 7/1/2024.

The new NSPIRE model prioritizes health, safety, and functional defects over appearance. It implements inspections that better reflect the true physical conditions of the property. The NSPIRE model supports the adoption of sound, year-round maintenance practices.
